The Kirksville City Council met on Monday to talk about replacing aging water meter systems.</p><p>There are about 7,000 old water meters in Kirksville. A Columbia contractor says replacing all of those meters would cost approximately $3.8 million, but would save the city $2500,000 annually. Council members are split on whether to go through with the project.
