Although the news has been abuzz with social media's impact during the
Middle East uprisings, Twitter, Facebook, and other popular sites
haven't just ousted repressive regimes. Recent riots in London and
blocked cell phone signals in San Francisco are stoking the
freedom-of-speech-versus-public-safety debate, even in developed
nations.

What do the riots in the UK and the BART debacle in San Francisco say
about social media and Western governments’ attempts to control it?
What can or should be done to stop those who use social media and other technologies to
organize and perpetrate crimes? And what does all this mean for that
classic argument: the need for security versus the freedom of speech?
