The Missouri Legislature has lowered the maximum fines that cities can charge for traffic tickets and ordinance violations.
The House passed the lower caps Thursday on a 98-46 vote. The Senate approved the legislation Tuesday 30-0, and now it goes to the governor.
The bill would lower the cap on traffic ticket fines from $300 to $225.
It would also limit fines for ordinance violations, such as poorly maintained property. The first violation would be limited to $200, and it would increase to $450 for the fourth offense.
The bill addresses concerns raised after the fatal police shooting of black 18-year-old Michael Brown in Ferguson.
That 2014 incident didn't involve a traffic stop, but protesters pointed to excessive citations as evidence of police harassment in predominantly black communities.
