The Missouri Legislature has sent Gov. Jay Nixon a bill that would nullify federal gun control laws and allow designated school personnel to carry concealed weapons.

The measure passed 116-38 by the House on Wednesday would declare all federal laws regulating guns to be unenforceable within Missouri's borders.

The legislation would also allow guns less than 16 inches to be openly carried even in localities that have ordinances prohibiting open-carry. It would also lower the minimum age required to obtain a concealed weapons permit from 21 to 19.

A Missouri Senate panel is trying to prevent the enforcement in the state of President Barack Obama's executive orders on gun control.

The Missouri Constitution already enshrines the right to bear arms, but a state senator wants to expand that protection.

The Senate General Laws Committee scheduled a vote Monday on the proposal by Republican Sen. Kurt Schaefer, of Columbia.

The proposed constitutional amendment would define the right to bear arms as "inalienable" and require the state to defend against any "infringement" of that right.

Schaefer filed his measure shortly after President Barack Obama outlined his plans for stricter federal gun control laws.

Enforcing new federal gun regulations could send Missouri officers to prison under a bill endorsed by a Missouri House committee.

The committee voted 9-5 on Tuesday to advance the bill that would criminalize the enforcement of federal gun control laws enacted after Jan. 1 of this year. The vote was along party lines with Republicans supporting the bill and Democrats in opposition.

The panel also advanced a bill barring federal regulation of guns that are manufactured in Missouri and remain inside the state's borders.
