Moberly Hires New Emergency Management Director

 The City of Moberly hired a new Emergency Management Director (EMD), relieving Moberly Fire Chief Robert Creed of his dual duties.  Retired state employee Jim Charrier took on the EMD position on October 1. 

According to Creed, for the last 3-4 years Randolph County Commission was working with the City of Moberly to split the job of fire chief and EMD. Creed says the new position allows him to devote more time to his responsibilities as fire chief.

“The emergency management responsibilities take a lot of hours from what I need to be doing here at the fire department, which is why they decided to split those positions off and have a part time regular EMD to allow me an opportunity to do my responsibilities as fire chief,” Creed said.

As the EMD, Charrier is employed by the county but the city provides the office space and operating expenses for the position.  According to Charrier there are 13 major disciplines that he coordinates for emergency situations which include the fire and police departments.  He says he has been working on building partnerships and looking at the stakeholders involved.

“Right now, I am just immersing myself into the local community and talking and meeting all the folks and reviewing the current plans and procedures and seeing where to go from there,” Charrier said.

Charrier has 32 years of experience working for the state. His most recent position was in emergency management for the State of Missouri Agency (SEMA). He says he is thrilled to be given this opportunity to continue his work in the public sector.
