Republican Jason Smith easily won a special election on Tuesday to fill Jo Ann Emerson’s vacant seat in the U-S House of Representatives.

It was a strong night for the 32-year old Smith, as the 32-year old Missouri House speaker pro tem cruised past Democratic rival Steve Hodges 67% to 27%. 

The outcome was hardly unexpected.

Missouri Republicans have chosen a young state lawmaker promising a "fresh approach" as their candidate to replace former Congresswoman Jo Ann Emerson.

The Missouri House has given first-round approval to legislation that would require special elections to fill vacancies in statewide offices.


If passed, House Bill 110 would only allow the Governor to appoint a temporary placeholder who would not be eligible to run in the special election.  House Speaker Pro-tem Jason Smith (R, Salem), the bill’s sponsor, says it’s not a deliberate swipe at Democratic Governor Jay Nixon.

Gov. Jay Nixon plans to set June 4 as the special election date to fill the vacant seat in the Eighth District in southeast Missouri.

Rep. Jo Ann Emerson sent Nixon a letter Tuesday notifying him that her resignation from the seat would be effective at 11:59 p.m.

The Republicans who hope to replace Jo Ann Emerson in the U.S. House of Representatives stressed their conservative credentials while trying to differentiate themselves in a crowded field at a voter forum in Cape Girardeau Thursday night.

Before taking the stage, the 12 candidates worked the room, grinning from ear-to-ear, shaking hands and making small talk. About 300 people filled the Concourse building, but the candidates honed in on those wearing red, white and blue ribbons.

Aside from Medicaid expansion, the most talked-about issue so far during the just-begun Missouri legislative session is whether Gov. Jay Nixon has the authority to appoint a new Lt. Gov. if Peter Kinder succeeds Republican Jo Ann Emerson in Congress.

Following his annual prayer breakfast, Gov. Nixon told reporters he believes he has the authority to appoint a new lieutenant governor if the office suddenly becomes vacant.
